I just don't understand

This is a reworking of an older piece, it always felt incomplete and then I realized what it needed, context for the title. The source material is an old vintage photo of kids gathered together but this child looked like she was out of place emotionally. My parents told me stories of living under Nazi occupation so when I came across a photo of Germans being rounded up, I knew it was appropriate and about the same time period as the little Norwegian girl.
